Problems and perspectives of international educational projects management

The subject of the research is the problems and perspectives of managing international projects related to the complexity of this process, primarily due to nonlinearity and non-equilibrium as a control system for such projects and the external environment.

The problem situation related to the educational project manager (MNP) consists in the presence of several problems and associated actors (customers, listeners, teachers, including external and organizers) of these projects. We propose a solution to this problematic situation, based on the use of the hierarchical system of models in the management of MNP, describing the functioning of projects as interrelated actions at different levels of management (HR-organizations, development of training programs, development of specific content projects in the training process, in the systematic management of work in content projects and management of the career-educational trajectory of teams).

About the festive (ceremonial) culture peculiarity of the Tuvin ethnos

Ceremonial culture is an obligatory component of cultures of many nationalities, consists of ceremonies, ritual actions, etc. It is well known that the idea of the rite as an action capable of truly changing the world around it has arisen on the basis of mythology. All ritual actions bedrock on religions and myths and were their natural continuation. As a result, the mythological consciousness reflected the cultural features of a particular people and certain aspects of folk culture. Religious constructions, objects, human actions and gesticulation are special language intended for communication of people with deities and spirits.

Ceremonies and celebrations of any ethnos are a holistic system depending on the basic structure. In any basic structure there is a mass of sublevels with the principle of subordination, in which oscillations of the ordinal parameter simultaneously control actions of a large number of components of the lower level forming the system. Behavioral standards depend on the structure of folk culture both in the process of performing rituals both on holidays and in everyday life.

In the presented work the conversation will go about popular with Tuvan people the holiday of a step, representing New Year on the lunar calendar. The history of this celebration is not fully studied; it remains a lot of white spots. In this article we will try to fill this gap.

Key words: ceremonial culture, rite, celebration, ritual actions, Shagaa holiday.
