At the present stage of development of Russia, the activities of government bodies, state and municipal institutions included in the system of public services are impossible without the use of information, information technology, the Internet. The carried out review allows us to conclude that the stimulation of labor of the personnel involved in projects is not only a difficult practical task and, as before, remains a problem that is insufficiently covered at the theoretical level. According to the author, this circumstance is due, first of all, to the complexity of “transferring experience” from project to project.

Spiritual culture and folk music of Indigenous Peoples of Kuzbass

The origins of the spiritual culture of the peoples of Siberia, which still retain a special relation to nature, lie in the primitive art of the people inhabiting it. In the regions of the Russian Federation there has been a transition from research and preservation of the spiritual heritage of national cultures to its development. Spiritual revival presupposes the effective preservation of historical and cultural heritage, much of which is a musical heritage. The spiritual and musical culture of the shorians and teleuts is considered. It include a musical features of the indigenous peoples of the North, Siberia, Altai and both contains the Turkish and Finno-Ugric musical elements. Musical folk is a peculiar historical. When analyzing the ethnic music of the peoples of Siberia, it is necessary to pay attention to the performance peculiarities with the help of which the specific sounding material is reproduced. Instrumental music of the indigenous peoples of the Kemerovo region is, first of all, sound or, more precisely, sounding art, intended for hearing, not visual perception. The material recorded in a musical notation is not a sounding, frozen sample, but a moving state of the emotional process of a performer-musician. To play musical material you need to know how to voice it, what is its deep philosophical meaning.

When covering the tasks set in the article, numerous informational and analytical materials collected during the period of folklore expeditions were used. When considering these issues, the main emphasis was placed on system analysis and synthesis of monitoring results of the collected material.

Key words: spiritual culture, musical culture, musical instruments, folklore, tradition.

The intelligentsia in search of the lost

The subject of research in the bottom article is the intelligentsia. The further we get into the essence of civil society and the rule of law, the more acute is the need for such a community of like-minded people who are ready to form a quality so necessary for the people as the ability to combine democracy and law on the basis of increasing the degree of their connection with the law. The solution to this problem is impossible without the intelligentsia. Therefore, I think she deserves more attention. Intelligence determines the activities of a citizen beyond conscience, honor, nobility, decency, courage, honesty and responsibility.

Key words: intelligence, intelligence, civil society, society, man, morality, culture, creativity, value, spirituality.

This article analyzes in terms of logic and extensive conceptualism and concludes that Ji Kang's musical ideas are not only not opposed to orthodox Confucian thought, but, on the contrary, they completely inherited the traditional ideological system of Confucianism. It is concluded that his detailed conceptual definitions of music played an important role in the development of Confucian culture. In addition, in the process of rethinking the conclusions, he applied a conceptualized understanding to the objective conditions of life. Developing objective universality in subjective musical identity, he suggested that music improve human hearts so that personal musical goals appear in objective human thinking, and then lead to the main goal - the ideological transformation of society.
