Themes of Jadidism and Kadimism in the works of Valiullah Yakupov
The article presents an analysis of the views of the Tatar theologian Valiulla Makhmutovich Yakupov (1963-2012) on Jadidism and Kadimism. The theologian's attitude to the indicated ideological directions of Tatar social thought is considered by the author in the context of the evolution of the views of V.M. Yakupova. During his life, the theologian experienced a transformation of views: from a supporter of the Tatar ethno-national movement to a person who declared the need to educate Tatar youth as patriots of Russia. Moreover, if in relation to Jadidism, the views of V.M. Yakupov underwent a certain evolution, then in relation to Kadimism his views remained stably positive. The patriotic, anti-Wahhabi rhetoric demonstrated by the theologian was consonant with the loyal and anti-Wahhabi position of the Kadimists of imperial Russia.

Labor market regulation in the Russian Federation as a tool for managing migration processes
The article discusses the problem of choosing the types of migration flows that are optimal for the current stage of socio-economic development of Russia. The analysis made it possible to establish that in the modern labor market there is no understanding of the priority type of filling vacancies by migrants of one type or another. Accordingly, the purpose of the article was to substantiate the most optimal type of migration for the labor market of the Russian Federation. The tasks of the study are determined: assessment of the specifics of competition of migrants in the labor market, as well as the study of the characteristics of the behavior of different types of migrants in the process of competition in the labor market. The research methods were the methods of analysis, synthesis, logical modeling and comparison. As a result of the theoretical analysis, it was established that outbound migration, which is widespread in small and medium-sized cities, leads to an outflow of qualified personnel to regions with a different level of price supply in the labor market. However, when migrants find themselves in this market, they are forced to compete for jobs with external migrants using the same methods of competition. As a result, not only the socio-economic potential of small towns is significantly deteriorating, but also the use of the labor potential of Russian society is reduced. On this basis, it was proposed to develop a set of measures to reduce the outflow of labor migrants from small and medium-sized cities, and to cover the need for low-skilled labor at the expense of external pendulum migrants. The author's set of socio-technological solutions aimed at implementing the formulated strategy in the labor market is proposed.
Key words: migrant, competition, competitiveness, employment, returns, efficiency.
